| dc.description | The recurring character of social crises puts a strong pressure for the development of strategies aiming to manage them. This paper argues that for managing crises both the operative dynamics and the consequences of crises on people have to be taken into consideration. The article identifies and reviews two strategies of crisis management through public policies: mitigation and reform. Both of them are analyzed regarding the dimensions they address, the time in which they are carried out, their aims, and the unforeseen consequences of the decision making process. The analysis suggests that strategies taking more time in activities of design and implementation show higher levels of reflexivity, which favors higher coherency in the restructuration phase postcrisis. Hence, the reform contributes to a more substantial overcoming of social crises, while mitigation entails higher risks of favoring the incubation of new crises. | en-US |
| dc.description | El carácter recurrente de las crisis sociales impone una fuerte presión por el desarrollo de estrategias que permitan su manejo. Este artículo sostiene que, para ello, tanto sus dinámicas operativas como las consecuencias que estas tienen sobre las personas tienen que ser tomadas en consideración. El texto identifica y revisa dos estrategias de manejo de crisis por medio de políticas públicas: mitigación y reforma. Ambas se analizan en función de las dimensiones que abordan, el tiempo en que se llevan a cabo, los objetivos que se proponen y las consecuencias no previstas del proceso de toma de decisiones. El análisis sugiere que aquellas estrategias que destinan más tiempo a actividades de diseño e implementación, muestran mayores niveles de reflexividad, lo que favorece una mayor coherencia en la fase de reestructuración postcrisis. La reforma, por tanto, contribuye a una más sustantiva superación de crisis sociales, mientras que la mitigación presenta mayores riesgos de favorecer la incubación de nuevas crisis. | es-ES |
