| dc.description | The so-called "digital divide" is a broad term that starts from a common base resulting from the absence of access to information in the context of the Net. Latin America faces a new situation within the so-called "Global Network Society", which we can characterize it as a positioning within the Global Information Society. This new situation, and by focusing on the motivating element of the analyzes that make up the body of this edition, truly represents the present threat of a new form of international marginalization, at the same time as a future challenge, strong, urgent, essential , to reverse it. | dc.description | La denominada "brecha digital" es un término amplio que parte de una base común resultante de la ausencia de acceso a la información en el contexto de la Red. América Latina enfrenta una nueva situación dentro de la denominada "Sociedad Global en Red", que podemos caracterizar como un posicionamiento dentro de la Sociedad Global de la Información. Esa nueva situación, y por centrarse en el elemento motivador de los análisis que conforman el cuerpo de esta edición, representa, realmente, la amenaza presente de una nueva forma de marginalidad internacional, al mismo tiempo que un desafío futuro, fuerte, urgente, imprescindible, para revertirla.
