Abstract
Professor Sandner poses the questions associated with the local community as an instrument to integrate development policies in a context on integrated regional planning. Thus he is at the heart of the current discussion on the local level and planning as a strategy for democratization of the society. His main question refers to the possibility of promoting this process from the central government. His answer is that the recent experiences refering to this sort of action proove that centrally steerd processes refering to the local level tend to misinterpret their realities and that, evidently, are not able to generate much response at local communities level. The only solution for activating such process is by way of self definition of this local communities and self setting of goals and aims, the central government being only the warrant of the process.
