| dc.description | This article inquiries about the presence and influence of the technocratic mentality in the policy formulation in the old Chilean democracy, that which ended on September 11, 1973. Based on the collected evidence, it concludes that the technocratic influence expanded and deepened as long as the State faced problems of increasing complexity, which demanded solutions from the available expert knowledge. The article identifies technocratic influence in the 1850s already, a more extensive deployment in the 1920s and its consolidation between the 1930s and 1970s. Thus, this study contradicts a common idea that states that the technocratic influence is a distinctive characteristic of the new Chilean democracy, that emerging in 1990 after the end of the authoritarian regime. Information comes from official documents, press, academic literature and interviews. | dc.description | El artículo indaga acerca de la presencia e influencia de la mentalidad tecnocrática en la formulación de políticas públicas en la vieja democracia chilena, aquella vigente hasta el 11 de Septiembre de 1973. Basado en la evidencia recabada concluye que la influencia tecnocrática se va expandiendo y profundizando a medida que el Estado va enfrentando problemas de creciente complejidad que demandan soluciones basadas en el conocimiento experto disponible. El artículo identifica los primeros indicios de la trayectoria de la tecnocracia a partir de 1850, su despliegue más extenso entre 1920 y 1930 y su consolidación en las décadas posteriores hasta la de 1970. Así, el estudio contradice las afirmaciones que señalan que la influencia tecnocrática es una característica propia de la nueva democracia, aquella que emerge en 1990 con el fin del interregno autoritario. La información proviene de documentos oficiales, prensa, litera- tura académica y entrevistas.
