| dc.description | En el contexto de las reformas a los sistemas de justicia penal, este artículo propone una mirada empírica hacia las Oficinas de Medidas Alternativas a la prisión, utilizando los casos de Brasil y Canadá como referencias. Aunque países con distintos escenarios socioeconómicos, los datos demuestran que la planificación y la integración de los órganos del sistema de justicia con la comunidad son una importante estrategia para potencializar la aplicación de las medidas penales en medio abierto, a partir de las cuales se entrega a los imputados la posibilidad de no romper los vínculos con el medio social, y a la ciudadanía la garantía de su efectivo cumplimiento. Las Oficinas de Medidas Alternativas, son, así, no sólo una respuesta al hacinamiento de las cárceles, sino especialmente un refuerzo tendiente a un nuevo paradigma de responsabilización penal. | es-ES |
| dc.description | In the context of reforms to the penal judicial systems, this article proposes an empiric view towards the Offices of Alternative Measures to prison, using Brazilian and Canadian cases as references. Even though these are countries with different socio-economic scenarios, data show that planning and integration of judicial system with the society are an important strategy to nurture the appliance of penal measures other than deprivation of liberty, to which it delivers the chance to the persons involved in criminal proceedings to do not break its bonds with their social environment. Offices of Alternative Measures are, therefore, not just an answer to the increasing ratio of overcrowding in jails, but specially the reinforcement towards a new paradigm of penal responsibilization. | en-US |
