| dc.description | Las últimas tres décadas, México ha tenido un rezago sostenido en el diseño de un modelo policial integral, en particular en la perspectiva de seguridad ciudadana. Actualmente, el gobierno entrante establece la creación de un nuevo cuerpo intermedio militarizado. La Guardia Nacional concreta la centralización y militarización de la seguridad. Se resta importancia a las instituciones civiles policiales y por lo tanto, se pone nuevamente en segundo plano el enfoque de seguridad humana, la participación ciudadana y la consolidación democrática. Este trabajo aporta datos que muestran la importancia de tomar una perspectiva diácronica en el diseño de políticas públicas para conocer con precisión las fortalezas y debilidades de los cuerpos policiales, asimismo, incorporar elementos de los modelos actuales de seguridad humana. Esto con el fin de construir una solución multicausal a las violencias y al fenómeno criminógeno actual en México, abordándolo en su complejidad, más allá del enfoque reactivo. | es-ES |
| dc.description | The last three decades Mexico lack of a comprehensive police model, in particular, one that included the citizen security perspective. Currently, the incoming government establishes the creation of a new militarized corps. The National Guard will settle on the centralization and militarization of law enforcement. Civilian police institutions will be downplayed and, therefore, the focus on human security, citizen participation and democratic consolidation is put back in the background again. This work provides data that show the importance of taking a diachronic perspective on designing public policies in order to know precisely the strengths and weaknesses of the police forces, likewise, decisions must be based on current models of human security. So that it can be built a multicausal solution to violence and to the current criminogenic phenomenon in Mexico, addressing it in its complexity. | en-US |
