| dc.description | In the context of the European Union, the fight against terrorism acquires a special character, due to the permeability of the borders to which the freedom of movement of persons permits. The integrated European area must be accompanied by greater joint efforts, which translates into an abundant legislative work at the Community level. Security is therefore one of the main concerns of European citizens and governments. However, the legislation must respect the fundamental principles of Community law, based on the rule of law and human rights. In this sense, the audit work of the Court of Justice of the Communities plays a central role since it guarantees respect for Community law. The fight against terrorism at the community level is therefore beyond the exclusive competence of the States and is characterized by greater complexity. | en-US |
| dc.description | En el contexto de la Unión Europea, la lucha contra el terrorismo adquiere un carácter especial, por la permeabilidad de las fronteras a que da lugar la libertad de circulación de las personas. El espacio europeo integrado debe ir acompañado de mayores esfuerzos en común, lo que se traduce en una abundante labor legislativa en el ámbito comunitario. La seguridad es, por lo tanto, una de las principales preocupaciones de los ciudadanos y de los gobiernos europeos. Sin embargo, la legislación debe respetar los principios fundamentales del derecho comunitario, basado en el Estado de derecho y en los derechos humanos. En este sentido, la labor fiscalizadora del Tribunal de Justicia de las Comunidades ocupa un papel central ya que garantiza el respeto del derecho comunitario. La lucha contra el terrorismo en el ámbito comunitario escapa pues de la competencia exclusiva de los Estados y se caracteriza por una mayor complejidad. | es-ES |
