| dc.description | The current underdevelopment of most of the world is the historical consequence of Western expansion, even if the dysfunctional character of the Third World elites has played an important role internally. And this is so because, regardless of their dysfunction, the structural inequality of the terms of trade imposed by the pre-existing technological superiority of the central countries has created almost insurmountable barriers to the development of the Third World. And despite the understanding of the crucial role that foreign aid plays for the development of Third World countries, the democratic systems of the central countries do not provide conditions for long-term projects that do not lead to direct benefits. In this paper, we argue that the starting point for a new policy that corrects structural imbalances, to the benefit of both hemispheres, is a radical restructuring of the South’s debt. | en-US |
| dc.description | El subdesarrollo actual de la mayoría del mundo es la consecuencia histórica de la expansión occidental, incluso si el carácter disfuncional de las élites del Tercer Mundo ha jugado un papel importante en lo interno. Y esto es así porque, independientemente de su disfunción, la desigualdad estructural de los términos de intercambio impuestos por la superioridad tecnológica preexistente de los países centrales, ha creado barreras casi insuperables para el desarrollo del Tercer Mundo. Y pese al amplio entendimiento del papel crucial que juega la ayuda externa para el desarrollo de los países del Tercer Mundo, los sistemas democráticos de los países centrales no proporcionan condiciones para proyectos a largo plazo que no conduzcan a ventajas directas. En el presente trabajo sostenemos que el punto de partida para una nueva política que corrija los desequilibrios estructurales, en beneficio de ambos hemisferios, es una reestructuración radical de la deuda externa. | es-ES |
