| dc.description | The analysis of past trends and the current critical situation underscore the need to reorient internal efforts and external aid in Science and Technology towards new goals: the ultimate goal of establishing a national capacity for technological development that turns the classic technical vicious circles into vicious spirals, and reduce technology dependence to the "tolerable" dimension of technology gaps. To achieve this ambitious goal, internal and external efforts should be carried out jointly. We argue that developed countries are creating a new economic order, while maintaining the old technological order. The new economic order seems to facilitate the industrialization of the less developed countries but we believe that it will not contribute to their "technologicalization". | en-US |
| dc.description | EI análisis de pasadas tendencias y la actual situación crítica subrayan la necesidad de reorientar los esfuerzos internos y la ayuda externa en Ciencia y Tecnología hacia nuevas metas: el objetivo final de establecer una capacidad nacional de desarrollo tecnológico que convierta los clásicos círculos viciosos técnicos en espirales viciosas, y reduzca la dependencia tecnológica a la "tolerable" dimensión de brechas tecnológicas. Para alcanzar tan ambicioso objetivo, deberían realizarse conjuntamente las gestiones internas y externas. Sostenemos que los países desarrollados están creando un nuevo orden económico, mientras mantienen el viejo orden tecnológico. EI nuevo orden económico parece facilitar la industrialización de los países menos desarrollados pero creemos que no contribuirá a su "tecnologización". | es-ES |
