| dc.description | Faced with a crisis in the inter-American security system, one wonders what role the Tlatelolco treaty could play in this nuclear age, when a significant number of countries in the region have already accessed this type of technology. The problem is not simple, since the Treaty has a complete legal regime, because it seeks to regulate relations both between countries of the region not endowed with nuclear weapons, and those between regional countries and intra- and extra-continental powers possessing nuclear power. We hold that the Treaty may constitute a new development of the inter-American security system and that it is necessary to clarify the assurances that the nuclear States will grant to countries that have renounced the possession and use of nuclear weapons. | en-US |
| dc.description | Frente a una crisis del sistema de seguridad interamericana, cabe preguntarse qué papel podría cumplir el tratado de Tlatelolco en esta era nuclear, cuando un número significativo de países de la región ya han accedido a este tipo de tecnología. El problema no es simple, pues el Tratado posee un régimen jurídico completo, ya que pretende reglamentar las relaciones tanto entre países de la región no dotados de armas nucleares, como aquellas entre países regionales y potencias intra y extracontinentales poseedoras del poder nuclear. Sostenemos que el Tratado puede constituir un nuevo desarrollo del sistema de seguridad interamericano y que es necesario aclarar las seguridades que otorgarán los Estados nucleares a países que han renunciado a la posesión y utilización de armas nucleares. | es-ES |
