| dc.description | This article establishes the main measures of mutual trust in South America aimed at promoting a climate conducive to integration and cooperation. First, the term is defined and then reference is made to some instruments in the region that are complementary to promote trust. We argue that although there is a trend in South America towards a broad conception that these measures should be aimed at restricting military budgets and promoting cooperation, in practice this does not occur. Some agreements that explicitly constitute measures of mutual trust are mentioned below, and some indicators are used to illustrate their effectiveness. Finally, it is concluded that mutual trust measures must be framed within the new international scenario, in which security must be reinterpreted and must be linked not only to the military, but also to social, economic and ecological matters. | en-US |
| dc.description | En el presente artículo se establecen las principales medidas de confianza mutua en Sudamérica tendientes a promover un clima propicio para la integración y la cooperación. Primeramente se define el término y luego se hace referencia a algunos instrumentos de la región que son complementarios para promover la confianza. Sostenemos que si bien en Sudamérica existe la tendencia hacia una concepción amplia en cuanto a que estas medidas deben orientarse a restringir los presupuestos militares y fomentar la cooperación, en la práctica esto no ocurre. A continuación se mencionan algunos acuerdos que constituyen explícitamente medidas de confianza mutua y se utilizan algunos indicadores para ilustrar su efectividad. Finalmente, se concluye que las medidas de confianza mutua deben enmarcarse dentro del nuevo escenario internacional, en el cual la seguridad debe ser reinterpretada y debe estar vinculada no solo a lo militar, sino también a materias sociales, económicas y ecológicas. | es-ES |
