The interaction between changes in the global international system, changes in the regional subsystem, and changes in the models of social organization and economic development of some of the Latin American countries, contribute to the understanding of the phenomenon of the Andean Group. We examine the case of the Andean Group as a strategy to increase power in the international system and its importance on the external definition - or unity in the international context - in the genesis of the Andean Group, and in the main characteristics of the integration and of its institutional structure. It is also intended to determine in what way an external definition explains the emergence of the Group (that is, the Andean project in response to external factors), and in what way the Andean project and its institutional structure contemplate the external action of the Group.La interacción entre los cambios en el sistema internacional global, los cambios en el subsistema regional, y los cambios en los modelos de organización social y de desarrollo económico de algunos de los países latinoamericanos contribuyen a comprender el fenómeno del Grupo Andino. Se examina el caso del Grupo Andino como estrategia de incremento de poder en el sistema internacional y su importancia de la definición externa —o unidad frente al contexto internacional— en la génesis del Grupo Andino, y en las principales características del proyecto de integración y de su estructura institucional. Se pretende, además, determinar en qué forma una definición externa explica la emergencia del Grupo (es decir, el proyecto andino como respuesta a factores externos), y en qué forma el proyecto andino y su estructura institucional contemplan la acción externa del Grupo.
