| dc.description | Este trabajo toma en cuenta la evolución de un número de factores estratégicos materiales en el 1968 y lo que va de 1969 y de su consecuencia visible sobre eI equilibrio de fuerzas en el seno del sistema internacional. Se basa en datos recientes, y estos pueden no ser exactos. No obstante, el concepto de preponderancia estratégica no se define solo por el equilibrio estratégico y estadístico de las fuerzas; se refiere, por una parte –al nivel de los medios–, a la superioridad militar de los Estados Unidos sobre la URSS. Y por otra –al nivel de la acción–, a la superioridad de los Estados Unidos sobre la URSS en términos de libertad de acción. Finalmente, se refiere al nivel de las concepciones estratégicas: la capacidad de los Estados Unidos para imponer a la URSS su vocabulario y conceptos. | es-ES |
| dc.description | This work takes into account the evolution of a number of material strategic factors in 1968 and part of 1969 and their visible consequence on the balance of forces within the international system. It is based on recent data, and this may not be exact. However, the concept of strategic preponderance is not defined only by the strategic and statistical balance of forces; it refers, on the one hand -to the military superiority of the United States over the USSR. And on the other hand, to the superiority of the United States over the USSR in terms of freedom of action. Finally, it refers to the level of strategic conceptions: the ability of the United States to impose its vocabulary and concepts on the USSR. | en-US |
