Los “prohombres" del pensamiento latinoamericano fueron contemporáneos de la Colonia, con todas sus instituciones y realidades. Aquella era su "circunstancia". Difícilmente podríamos pedirle a Andrés Bello un cuerpo único de ideas sobre sus planteamientos culturales, políticos y jurídicos para ser aplicados en América Latina, o en un país determinado de la región. Andrés Bello debía ser ni más ni menos que el consultor pronto, docto y prudente que guiara, ilustrara e informara a la autoridad. Sin embargo, hay suficientes elementos de juicio para dimensionar su preocupación por América Latina y fomentar la creación de vínculos sólidos entre las naciones. Han pasado doscientos años de su nacimiento y los países de la región muestran recelos mutuos y quebrantos en la voluntad colectiva. América Latina, que tanto le preocupara, esa "comunidad natural" de repúblicas, aún no enhebra su integración de una manera categórica.The "great men" of Latin American thought were contemporaries of the Colony, with all its institutions and realities. We could hardly ask Andrés Bello for a unique body of ideas about his cultural, political and legal approaches to be applied in Latin America, or in a specific country in the region. Andrés Bello should be neither more nor less than the prompt, learned and prudent consultant to guide, enlighten and inform the authority. However, there are enough elements of judgment to measure his concern for Latin America and to promote the creation of solid ties between nations. Two hundred years have passed since its birth and the countries of the region show mutual misgivings and breakdowns in the collective will. Latin America, which concerned him so much, that "natural community" of republics, has not yet threaded its integration in a categorical way.
