dc.descriptionFour main features characterize socio-political events in Costa Rica during 2013 and early 2014. First, voters cast their votes in presidential and legislative elections held under the most adverse political context since the restoration of electoral democracy in 1953. Three aspects characterize this context: popular support to the political regime is in decline, the longest period of social protests, and high instability in the cabinet. Second, Congress has ignored the recommendations offered by a Presidential Commission in democratic governability. Third, in judicial politics, overcrowded prisons became an important issue that put a lot of pressure in both the Judiciary and the Executive. Finally, the territorial conflict with Nicaragua dominates foreign affairs.en-US
dc.descriptionLa dinámica sociopolítica de Costa Rica en 2013 e inicios de 2014 se puede resumir en cuatro grandes áreas. En lo político, los costarricenses afrontaron las elecciones nacionales en el contexto político más adverso desde el restablecimiento de la democracia electoral en 1953. En este contexto predominan la pérdida de apoyo ciudadano al sistema político y un prolongado periodo de alta movilización popular. En el ámbito legislativo, los temas prioritarios discutidos por una Comisión Presidencial para la Gobernabilidad Democrática no tuvieron mayor eco en el Congreso. En materia de administración de la justicia, la sobrepoblación carcelaria puso en aprietos a las autoridades judiciales. Finalmente, en política exterior se reseña brevemente que el 2013 fue un año que reavivó los eventos que marcaron el 2010 en torno al conflicto con Nicaragua.es-ES
