| dc.description | The year 2006 was dominated by political events. Early in the year the Colorado Party held internal elections and had President Duarte Frutos was elected as its President, even though he was constitutionally forbidden from running. This set up the ground for a deep political crisis and a climate of permanent confrontation. The opposition gained the upper hand with a massive demonstration against the violation of the Constitution. President Duarte responded with a tactical retreat but soon opened a new front seeking to force a constitutional reform to allow him to run for re-election. In this climate of tensions municipal elections were held in November and the results by and large left unchanged the electoral scenario of the previous ones, held in 2001. The other major event was the emergence of the political figure of former Bishop Fernando Lugo, who resigned his position and became the key opposition contestant for the presidential elections of 2008. In the economic front the situation remained stable, with most macroeconomic indicators under control, except inflation whichrose dramatically, and sluggish growth. The social situation, however, exhibited the continuation of high levels of poverty, increasing social malaise, and the disruptive effects of the massive migration to Spain and other developed countries. | en-US |
| dc.description | El año 2006 estuvo dominado por eventos políticos. A inicios del año el Partido Colorado realizó sus elecciones de autoridades partidarias. El Presidente Duarte Frutos triunfó, pero su asunción a dicho cargo, prohibida por la Constitución, desató una crisis política de proporciones y un clima de enfrentamiento permanente. La oposición reaccionó con una masiva marcha de protesta y el Presidente Duarte optó por una retirada táctica. Pronto, sin embargo, abrió un nuevo frente tratando de forzar una reforma constitucional que permita la reelección. En este clima de tensiones se realizaron en noviembre las elecciones municipales, cuyos resultados no difirieron significativamente de los de las celebradas en 2001. El otro acontecimiento mayor fue el surgimiento político de la figura de Fernando Lugo, ex Obispo católico que abandonó la vida clerical y se convirtió en el principal candidato de oposición para las elecciones presidenciales de 2008. En el terreno económico algunas variables macroeconómicas continuan estables mientras otras, como la inflación, se dispararon, y el crecimiento continuó a paso lento. La situación social mostró la permanencia de altos niveles de pobreza, el creciente desasosiego social, y los efectos disruptivos de la masiva migración a España y otros países desarrollados.
