In terms of electrical-forestry there is a normative conflict, for some, legal hierarchy, for others temporality, specialty or the legal good that prevales in the face of the protection that the legal order must provide to the forests before the interventions of cleaning and clearing of the lands in which the power grids are located. Para el autor, cualquiera sea la intervención que se efectúe, inexcusablemente debe ser previa aprobación de un plan de manejo por parte de CONAF.
