Actualmente se está tramitando en la Cámara de Diputados un proyecto  de  ley que modifica y completa la Ley General de Servicios de Gas de Chile (el “Proyecto de ley”). El Proyecto de ley aspira a modernizar la Ley General de Servicios de Gas (“Ley de Servicios de Gas” o “LSG”) para enfrentar las actuales exigencias regulatorias de los servicios de gas y para colmar determinadas lagunas que el actual cuerpo normativo mantiene, en concreto, en relación con la metodología para el cálculo de la rentabilidad de las empresas concesionarias, el procedimiento para llevar a cabo el chequeo anual de rentabilidad, así como el régimen y metodología para la fijación de tarifas. Este artículo analiza las modificaciones introducidas por el Proyecto de ley desde el punto de vista de los principios regulatorios comúnmente aceptados internacionalmente en el sector gasíferoA bill which amends and completes the Chilean Gas Services Act (hereinafter, the “Bill”) is currently being discussed at the Chamber of Deputies of Chile. The Bill aims to update the Chilean Gas Services Act, dated 1931, for its adaptation to the modern standards of the energy sector regulation as well as to fill certain legal gaps of the current regulatory framework in Chile – in particular, in  connection  with the methodology and  remuneration of scheme of the gas supply activity in Chile.This paper analyzes the amendments introduced by the Bill, from the standpoint of the regulatory principles commonly accepted at an international level in the gas sector.
