dc.description	On March 16th, 2016, the Senate Room, upon the request of the Special Commission of Water Resources, Desertiﬁ cation and Draught, decided to unify the current nine parliamentary motions of the constitutional reform concerning water in a unique draft law. This project is currently being discussed in the National Congress. This paper is aimed both at developing an analysis of the national and international backgrounds that justify the very existence of the draft law previously referred, and to address its main attainments.	en-US
dc.description	El 16 de marzo de 2016 la Sala del Senado, a petición de la Comisión Especial sobre Recursos Hídricos, Desertiﬁ cación y Sequía, acordó uniﬁ car en un solo proyecto de ley las nueve mociones parlamentarias de reforma constitucional existentes en materia de aguas, proyecto que actualmente se encuentra en estudio en el Congreso Nacional. El presente trabajo tiene principalmente dos objetivos: En primer lugar, efectuar un análisis de los antecedentes nacionales e internaciones que justiﬁ can la existencia del proyecto de ley en comento; En segundo lugar, desarrollar sus principales alcances.	es-ES
