In Spain, a serious and rigorous study of the active policies of use destined the working immigrants must start off of two basic factors in its configuration: its context within the model adopted by the European Union and the high degree of decentralization in the competences, services and functions that concern to them. The active policies of labour try contribute to increase the possibilities of incorporation and maintenance of immigrants, combining, at the same time, with high flexibility and security.En España un estudio serio y riguroso de las políticas activas de empleo destinadas a los trabajadores inmigrantes debe partir de dos factores básicos en su configuración: su contextualización dentro del modelo adoptado por la Unión Europea y el alto grado de descentralización en las competencias, servicios y funciones que les atañen. Las políticas activas de empleo pretenden contribuir al incremento de las posibilidades de incorporación y mantenimiento laboral de los inmigrantes, combinando, al mismo tiempo, una alta y creciente flexibilidad y seguridad en el empleo.
