The article is an analytical critique to the "Introduction and General Framework for the Preparation of a New Urban Development National Policy of the MINVU, Seminar Towards a New Urban Policy for Chile, La Serena, May, 2012". The document reveals that -except for the specific will of its original Spanish and Inca layout- the urban development has been no more than a stopgap against setbacks, reactive to emerging issues. We notice certain non-explicit democracy which, while not representative in its construction, has been publicly claimed as from disadvantage. Analogously, urban development takes place pursuing a validation as from local consultations, without inquiring into the national thinking related to the historical and shared construction of the urban-territorial space. The proposed policy, established from a diagnostic, purpose and goals, ends up imposing a list of themes. Its approach attempts to collect subjective aspects but the outcome is objective and rational, avoiding the relevance of an epistemology prior to the diligent classification in themes of the urban phenomenon.El ensayo critica analíticamente la "Introducción y Marco General para la formulación de una nueva Política Nacional de Desarrollo Urbano del MINVU, Seminario Hacia Una Nueva Política Urbana Para Chile, La Serena, Mayo de 2012". El documento denota un urbanismo paliativo de la adversidad, reactivo ante problemas emergentes, excepto por la voluntad específica de su original trazado español e incaico. Advertimos cierta democracia inexplícita que, no siendo de construcción representativa, se reclama públicamente desde el desmedro. Análogamente urbanizamos, intentando su validación desde la consulta popular, sin indagar en el ideario nacional para la construcción histórica y mancomunada del espacio urbano-territorial. La política propuesta, establecida desde un diagnóstico, propósitos y objetivos, concluye imponiendo un listado temático. Su metodología intenta recoger aspectos subjetivos, pero resuelve con pautas racionalistas de solución objetiva, soslayando la importancia de una epistemología previa a la diligente tematización del fenómeno urbano.
