dc.descriptionThe government’s role in managing disaster risk has changed over time: from the fact of acting as solely responsible and in a reactive manner, to the current approach that promotes co-management with other actors at different levels and between different sectors, articulated through governance mechanisms that allow complex issues to be addressed comprehensively and provide at the same time greater institutional capacity. Recently a new law that gives birth to the National System for Integral Risk Management and Civil Protection has been approved in Argentina. In this new institutional context, this article aims to analyze the Argentinean regulatory framework against integrative risk management, highlighting its scopes, limitations and challenges following the governance approach and international directives on disaster risk reduction.en-US
dc.descriptionEl rol del gobierno frente a la gestión del riesgo de desastres ha cambiado a lo largo del tiempo: de ser el único responsable y actuar en modo reactivo, actualmente se promueve la cogestión con otros actores a distinto nivel y entre distintos sectores, articulados a través de mecanismos de gobernanza que permitan abordar integralmente temas complejos y que brinden al mismo tiempo mayor capacidad institucional. Recientemente en Argentina se ha sancionado una nueva ley que da origen al Sistema Nacional para la Gestión Integral del Riesgo y la Protección Civil. En este nuevo contexto institucional, el objetivo de este artículo es analizar el marco normativo argentino frente a la gestión integral del riesgo, poniendo en evidencia sus alcances, limitaciones y desafíos a la luz del enfoque de gobernanza y de las directivas internacionales en materia de reducción del riesgo de desastres.es-ES
