| dc.description | This article examines Jaime Ravinets’ fi rst two administrations as the mayor of Santiago (from 1990-1996), searching for continuities and breaks vis-a vis the model of municipal government devised by the military regime. This article holds that the municipal reform carried out by the Concertación governments was unable to alter the neo liberal, depoliticizing logic behind the dictatorial legacy. On the contrary, it confi rmed the municipality’s role as the entity in charge of unfolding the subsidiary State, focalizing actions against poverty and redefi ning the nature of politics. In the case of the Santiago district (which encompasses the city’s downtown area), the communal rescue plan and Mayor Ravinet’s neo-liberal leanings favored that process’s advancement, displaying a neoliberally-inspired technocratic style of leadership that reinforced pre-existing trends toward the de-politicization and loss of citizen values among the area’s residents. | en-US |
| dc.description | Este artículo analiza las dos primeras gestiones del alcalde Jaime Ravinet a la cabeza del municipio de Santiago (1990-1996), inquiriendo las continuidades y quiebres respecto del modelo municipal diseñado por el régimen militar. La hipótesis sostiene que la reforma realizada por la Concertación no logró modificar la lógica neoliberal y despolitizadora que estaba detrás del modelo dictatorial, sino que confirmó al municipio como el ente encargado de materializar el Estado subsidiario y la focalización en el combate a la pobreza como la redefinición de la política. En el caso de la comuna de Santiago, el plan de rescate comunal y la tendencia neoliberal del edil Ravinet favorecieron la maduración de ese proceso, desplegando un liderazgo tecnocrático de inspiración neoliberal, el cual potenció entre los habitantes de la comuna tendencias a la despolitización y la desciudadanización. | es-ES |
