dc.descriptionThis article studies the behavior of the Assemblies and Congresses in Perú, Bolivia and Chile during the years of the Perú-Bolivian Confederation created by General Andrés de Santa Cruz. This comparative study of the legislative power in three countries highlights the degree of preeminence and relative autonomy that they had in facing the pressures from the executive power to assume a passive role. The issue of sovereignty was a central topic in the sessions of the Peruvian congressional assemblies in Sicuani and Huaura, and also in the Bolivian congressional assemblies in Tapacarí. The question of sovereignty along with the granting of extraordinary powers to the president to wage wars against the Confederation were also central issues that appeared in Chilean congressional debates during Joaquín Prieto’s presidency.en-US
dc.descriptionEn este artículo se aborda la actuación de las asambleas y congresos en Perú, Bolivia y Chile en la coyuntura de la Confederación Perú-Boliviana creada por el general Andrés de Santa Cruz. Mediante el estudio comparativo del Poder Legislativo en tres países incide en el grado de preeminencia o autonomía relativa que esta instancia tuvo frente a las presiones de la presidencia para que asumiera un papel pasivo. El asunto de la soberanía popular nacional y territorial fue un tema central en las sesiones de las asambleas peruanas de Sicuani y Huaura y en el congreso boliviano de Tapacarí. También la cuestión soberana junto con la concesión de poderes extraordinarios al Presidente para hacer la guerra a la Confederación fue central en los debates del Congreso Nacional chileno en tiempos del gobierno de José Joaquín Prieto.es-ES
