Abstract
This article rises two major points in relation with recent conceptions about regional development. Firstly it is assumed that regional development acts a condition for democratic stability to the extent that it implies a better share of political power. Secondly it is also assumed the existence of a sort of "Regional consciousness" as an integrative and mobilizer element of regional societies. These issues lead us to conclude that the social reconstruction of our society should be carried out on different social arrangements than what prevailed historical in our country.
