The paper is divided in two parts. The first one is related to a set of comments on the development mode, characterization of the industrial and rural production structures as well as on the particularities of an emerging scenario on urban actions. The second part poses a proposal relating the set of bargaining in the national as well as the local scene. This is done in the framework of a concertation policy. Some shortcomings of this view are exposed and the document proposes a modified concertational mechanism that may operate at the local level.
