dc.descriptionEl terremoto del 27 de febrero reflotó la discusión respecto al rol que tienen las TIC en situaciones de emergencia. En cualquier catástrofe la información oportuna y precisa se transforma en un recurso muy preciado y experiencias anteriores han llevado a elaborar Modelos de Gestión de la Información. Basado en ellos, este artículo analiza el comportamiento de cuatro elementos relevantes: la Internet, la telefonía móvil, los data center y el uso que se hizo de la web como herramienta de información pública básica. Cabe señalar que el análisis de estas componentes no ha sido fácil ya que los niveles de secretismo respecto de la información son altos y no existen normas que obliguen o, al menos, permitan acceder a la información de manera expeditaes-ES
dc.descriptionChile’s earthquake on February 27 relaunched the discussion on the role of the ICT in emergency situations. Precise and timely information becomes a valuable resource during any catastrophe, and prior experience has given rise to the development of Information Management Models. Based on those models this article seeks to analyze the behavior of four relevant elements: Internet, mobile telephones, data centers, and the use of the web as a tool for obtaining basic public information. It is important to mention that the analysis of these components has not been easy due to the high degree of secretism with regard to the information and the fact that there are no standards that require –or at least allow– expeditious access to it.en-US
