| dc.description | This article analyzes Law No. 20,424 that creates a new defense organization in Chile. It is argued that this Law did not consider: the Constitution, which grants a certain autonomy and expanded roles to the Armed Forces; conservative-missional institutional subcultures; the professional, legal and logistical deficiencies for an adequate civil defense management; and the vision / option that defense is not a problem allowing greater continuous resources for the Armed Forces. If problems such as human rights, corruption and the lack of a global framework that gives a systemic sense to defense policy (National Strategy for Democratic Security) are added, it has meant that sectoral modernization, such as this Law, does not comply with the original intended. | en-US |
| dc.description | Este artículo analiza la Ley Nº 20.424 que crea una nueva organización de la defensa en Chile. Se argumenta que esta Ley no consideró: la Constitución, que otorga una cierta autonomía y roles ampliados a las FF.AA.; las subculturas institucionales conservadoras-misionales; las carencias profesionales, legales y logísticas para un adecuado manejo civil de la defensa; y la visión/opción de que defensa no sea un no problema permitiendo mayores recursos continuos para las FF.AA. Si se añaden problemas como los DD.HH., la corrupción y la falta de un marco global que de sentido sistémico a la política de defensa (Estrategia Nacional de Seguridad Democrática), ha significado que la modernización sectorial, como esta Ley, no cumplan con el objetivo originario previsto. | es-ES |
