| dc.description | This research explained the institutional strengthening of the Chilean Budget Office during the period of 1990 – 2017, through the variables Political Will, Technocratic Impulse, and International Influence independently first, and then integrally within a Process Tracing, to conclude that this strengthening was mainly caused by the motivation of a group of technocrats, which led the process within that institution. The institutional strengthening of the Chilean Budget Office within the public system can be understood through its instability over time, its imposition of rules towards other public organisms and its accumulated knowledge about the public sector. | en-US |
| dc.description | Esta investigación explicó el fortalecimiento institucional de la Dirección de Presupuestos de Chile durante el período de 1990 - 2017, a través de las variables Voluntad Política, Impulso Tecnocrático e Influencia Internacional de manera independiente primero, y luego de forma integrada dentro de un Process Tracing, para concluir que este fortalecimiento es causado principalmente por la motivación de un grupo de tecnócratas que lideraron el proceso dentro de dicha institución. El fortalecimiento institucional de la Dirección de Presupuestos dentro del sistema público se puede comprender a través de su estabilidad a lo largo del tiempo, de la imposición de reglas hacia los demás organismos públicos y del conocimiento acumulado sobre la administración pública que esta institución posee. | es-ES |
