The aim of the legal-administrative protection of individuals calls into question the design and coherence of the appeals system that is available before an administrative authority to face with the decisions of the Administration. This paper seeks to respond to the current usefulness of administrative remedies by examining its regulatory design and confronting it in order to promote self-control by the Administration and the objective of providing effective protection of the individual, having as a framework the basic regulation contained in the Law. 19,880. The examination carried out and the conclusions drawn have as their central axis the «right to appeal» that places the citizen-administered in an active legal situation before the Administration.El objetivo de la protección jurídico-administrativa de los particulares pone en cuestionamiento el diseño y coherencia del sistema de recursos con el que se cuenta en sede administrativa para hacer frente a las decisiones de la Administración. El presente trabajo busca responder sobre la utilidad actual que tienen los recursos administrativos examinando su diseño normativo y confrontándolo con la finalidad de propender al autocontrol de la Administración y el objetivo de brindar una protección eficaz del particular teniendo como marco la regulación básica contenida en la Ley 19.880. El examen realizado y las conclusiones que se extraen tienen como eje central el «derecho a recurrir» que coloca al ciudadano-administrado en una situación jurídica activa frente a la Administración.
