| dc.description | El concepto de coordinación se ha convertido en un eje central de los esfuerzos de reflexión sobre las posibilidades de intervención desde la teoría de sistemas sociales. Sin embargo, en gran medida dichos análisis operan en un nivel abstracto, sin necesariamente discutir sobre sus potencialidades a nivel empírico. El presente artículo propone la idea de coordinación organizacional, inspirada en los lineamientos de la teoría de sistemas sociales, y la utiliza como eje de análisis para comprender los problemas que enfrenta internamente hoy el Servicio Nacional de Menores (SENAME). Con base en este análisis, se identifican los principales problemas de coordinación en esta organización, proponiendo doce descriptores para su observación y medición. Estos descriptores son luego utilizados para presentar una propuesta de tipologías de coordinación discutiendo sus implicancias con las posibilidades de implementar intervenciones efectivas teniendo como horizontes el enfoque de derechos y el interés superior del niño y la niña. | es-ES |
| dc.description | The concept of coordination has become a central point in the efforts and reflections on the possibilities of intervention from the theory of social systems. However, to a large extent, such analyzes operate at an abstract level, without necessarily discussing their potentialities at the empirical level. This article proposes the idea of organizational coordination, inspired by the guidelines of the theory of social systems, and uses it as an axis of analysis to understand the problems faced internally today by the National Service for Minors (SENAME). Based on this analysis, the main coordination problems in this organization are identified, proposing twelve descriptors for their observation and measurement. These descriptors are then used to present a proposal of coordination typologies, discussing their implications with the possibilities of implementing effective interventions, having as horizons the focus of rights and the best interests of the child. | en-US |
