| dc.description | In Chapter XV, the 1980 Constitution prescribes a special procedure for its reform. However, this provision has not been an obstacle to reform the constitution using other methods, such as transitory norms. Moreover, this technique caused conflicts of jurisdiction between Congress and the President, which ended with the Constitutional Court’s judgment over the withdrawal of 10% of pension funds. | en-US |
