El presente trabajo se propone analizar algunos aspectos de la modernización del Estado “por ruptura” implementada por el gobierno de Macri. La idea de “ruptura” se la piensa aquí no solo en relación a la gestión kirchnerista sino en relación al propio paradigma gerencial que se invoca, una modernización post-burocrática en lo discursivo, pero con prácticas disociadas e incluso disruptivas que contradicen en gran medida la propia lógica gerencial de la Nueva Gerencia Pública. Se analizan para ello algunas ideas que surgen del Plan de Modernización del Estado (PME) aprobado mediante Decreto 434/2016, para luego poner foco en tres prácticas disruptivas con relación a la lógica gerencial del paradigma invocado: la presencia “visible” y protagónica de los CEO’s; la centralidad del fenómeno comunicacional en torno a la llamada “post-verdad” y el uso de tecnologías y redes sociales.This paper aims to analyze some aspects of the modernization of the State “by rupture” implemented by the Macri government. The idea of “rupture” is thought here not only in relation to Kirchnerist management but also in relation to the management paradigm that is invoked, a post-bureaucratic modernization in the discursive but with dissociated and even disruptive practices that largely contradict the own managerial logic of the New Public Management. For this purpose, some ideas that arise from the State Modernization Plan (PME) approved by Decree 434/2016 are analyzed, and then focus on three disruptive practices in relation to the managerial logic of the invoked paradigm: the “visible” and leading presence of the CEO’s; the centrality of the communication phenomenon around the so-called “post-truth” and the use of technologies and social networks.
