| dc.description | In this article, we will delve into the role of information and communication technologies in the human development of Internet users, neighbours and participants in social organizations of small towns far of big cities in Chile. As a theoretical framework we rely on the postulates of Serge Proulx and Amartya Sen. We use a qualitative approach and as a methodological tool the semi-structured interview. Among the main findings are the undisputed assessment of the Internet as a tool for communication and access to information, which impulses the leaders to promote its use; Internet as a tool for learning and organizing daily work. Likewise, technology is valued as a link with the political and administrative authorities of the location where users live. | en-US |
| dc.description | En este artículo se profundiza el rol de las tecnologías de la información y comunicación (TIC) en el desarrollo humano de vecinos y participantes en organizaciones sociales de localidades alejadas de las grandes zonas urbanas de Chile. El marco teórico se apoya en los postulados de Serge Proulx y Amartya Sen sobre apropiación de TIC y desarrollo humano respectivamente. Se utiliza un enfoque cualitativo y como herramienta metodológica la entrevista semiestructurada. Entre los principales resultados figura la valoración indiscutida de Internet como herramienta de comunicación y acceso a la información, lo que lleva a las personas a promover su uso; Internet como herramienta de aprendizaje y de organización del trabajo cotidiano. Asimismo, la tecnología es valorada como enlace con las autoridades políticas y administrativas de la localidad donde viven. | es-ES |
