Even though these achivements are quite significant, importara political decisions are still missing to place the Bahiense port system in one that offers the best comparative advantages to import and export in a national standard.La reforma del Estado a través de descentralización de funciones y actividades implica el acompañamiento de recursos financieros adecuados para la eficiencia en las nuevas responsabilidades a encarar. En 1992 la Ley de Actividades Portuarias (24.093) posibilito que la estación marítima de Bahía Blanca comenzara a funcionar como Puerto autánomo bajo el control de un Consorcio de Gestión integrado por representantes de rodas las actividades que allí se desarrollan. Si bien son signific ativos los logros alcanzados. aún faltan decisiones políticas importantes para posicionar al sistema portuario bahiense en aquel que ofrece las mejores ventajas comparativas para importar y exportar a nivel nacional.
