The contribution summarizes the geographical research results in which are combined objective and subject ive factors analysis. This last assumed as perceptive appraisements of the inhabitants with respect to their environment and of theirs quality of life. It is postulated thut this facilitates the elaboration of a most realistic way to do parti cipate population in the territorial diagnosis work. A massive mountainous of a more than 5 thousand square kilometers and a population of about thousand inhabitants they are investigated in its socioeconomic and environmental relationships, considering bibliographical sources, population and housing census, national and regional development plans, socioe conomic inquiry and a geographical survey and inquir y. The result it is simpl e: the perceptions of the inhabitants do not appear in a meaningful way in lite national and regional objectives of development. The environment and the quality of life of the inhubitants of the municipaliry depend more tltan the state und regional programs. that ofthe objectives of the inhabitantsLa contribución resume los resultados de investigación en que se combinan análisis de factores objetivos y subjetivos, siendo estos últimos asumidos como 'valorizaciones' de los habitantes respecto de su medio ambiente y de su calidad de vida. Ello facilita la elaboración de un camino más realista para hacer participar a la población en la elaboración de diagnósticos territoriales. Un macizo montañoso de un poco màs de 5.000 km2 y una población en 1992 de alrededor de 11.000 habitantes son indagados en sus relaciones ambientales y socioeconámicas, considerando fuentes bibliográficas. censales de población y vivienda de planes de desarrollo nacional y regional  encuestas socioeconomicas y una encuesta geográfica. El resultado simple: las percepciones de los habitantes no aparecen de forma significativa en los afanes nacionales y regionales de desarrollo. El medio ambiente y la calidad de vida de los habitantes del municipio dependen más de los programas estatales y regionales que de los afanes de los pobladores.
