dc.descriptionThe article analyzes the impact of the transparency policy in Mexico, specifically what falls within the scope of the federal government. It argues that there have been important steps in the design and operation of the institutional framework on access to information, and that the evolution of this public policy has responded both to citizen demands and those of relevant actors in the political life of the country to expand their sphere of influence. This is evidenced by the constitutional reforms of 2007 and 2013, which basically extend the powers of the guarantor body and of the list of legally bound subjects. The author also refers to a set of a national and international statistical data and studies to point out the limitations of the transparency policy in areas such as perception and the fight against corruption, citizen appropriation of transparency culture, openness of public records and response to requests for information, location of opacity areas, among others.en-US
dc.descriptionEl artículo analiza el impacto de la política de transparencia en México, específicamente lo que corresponde al ámbito del gobierno federal. Argumenta que se han dado pasos importantes en cuanto al diseño y operación del andamiaje institucional en materia de acceso a la información, y que la evolución de esta política pública ha respondido a las exigencias ciudadanas y de actores clave de la vida política del país para extender su ámbito de influencia, como lo demuestran las reformas constitucionales de 2007 y 2013, que básicamente amplían las facultades del órgano garante, así como el catálogo de sujetos obligados. Asimismo, el autor hace referencia a un conjunto de datos estadísticos y estudios tanto nacionales como internacionales para puntualizar los avances y limitaciones de la política de transparencia en rubros como percepción y combate a la corrupción, apropiación ciudadana de la cultura de la transparencia, apertura de archivos públicos y atención a solicitudes de información, ubicación de áreas de opacidad, entre otroses-ES
