La tarea actual de definir la demanda de servicios y equipamientos de la población en el nivel comunal, en contextos democráticos, descentralizados, en la búsqueda de la equidad y calidad de los servicios, debe tener al origen el rechazo de la necesidad de "equipamientos" establecida a priori, y el reconocimiento de la diversidad de grupos de beneficiarios y de contextos donde estos realizan su vida cotidiana. | es-ES |
