dc.descriptionThis article analyzes government ethics as an issue of horizontal accountability between the State branches. This issue is focused in terms of the so called parliamentary oversight. In Argentina, parliamentary oversight is conditioned by the national president legislative decree power, which can be use in almost all subjects. This situation of legislative decree power is studied in relation to a controversial government initiative to amend a vaccine law, approved by the National Congress in the pandemic context of COVID-19.en-US
dc.descriptionEste artículo analiza la ética de gobierno como una cuestión de control horizontal entre los poderes del Estado. Dicha cuestión es abordada en términos del denominado control parlamentario, que en Argentina está condicionado por el poder del Presidente de la Nación de emitir decretos legislativos en casi todas las materias. Este poder de decreto es estudiado en relación a una polémica modificación de una la ley de vacunas aprobada por el Congreso Nacional en el contexto de la pandemia del COVID-19.es-ES
