| dc.description | This research seeks to understand the discourses about the modernization of the Chilean State developed by political actors during the government of Patricio Aylwin Azócar (1990-1994). Aylwin’s administration was the first democratically elected government after 17 years of military rule (1973-1990) and took office amidst strong expectations of change and search for the social justice that the military dictatorship had denied to the citizens. In this context the first process of State modernization in post-dictatorship Chile took place. The sources of information used in this research were official speeches and interviews to key actors in Aylwin’s administration. The analysis shows two types of modernization of the State a) The first one going through Congress, which created an institutional framework within the Executive. b) A second one that avoided legislative discussion and introduced a logic of efficiency in the provision of public services.Keywords: Modernization, State administration, government, Concertación and Patricio Aylwin. | en-US |
| dc.description | El objetivo de esta investigación es comprender los discursos sobre la modernización del Estado chileno que desarrollaron actores políticos durante el gobierno de Patricio Aylwin Azócar (1990-1994). El mandato de Aylwin fue el primer gobierno de la restauración democrática. Sobre su gobierno se cernían fuertes expectativas de cambio y de búsqueda de justicia social que la dictadura militar (1973-1990) les había negado a los ciudadanos. En este contexto se producen las primeras modernizaciones del Estado en el Chile postdictadura. Las fuentes de información utilizadas en esta investigación son los discursos oficiales y entrevistas a actores claves del primer gobierno de la restauración democrática en Chile. El análisis presenta dos tipos de modernización del Estado: la primera vía parlamento, que crea una institucionalidad al interior del Poder Ejecutivo; la segunda, que evita la discusión legislativa y que introduce una lógica de eficiencia en la prestación de servicios públicos.Palabras clave: Modernización, administración del Estado, gobierno, Concertación y Patricio Aylwin. | es-ES |
