dc.descriptionThis article analyzes the right and guarantee of people with disabilities to participate in political and public life in conditions of equality with others, in the regulation established by the National Congress to protect and promote their participation in the election of conventional constituents and in the mechanisms designed by the Constitutional Convention to exercise their rights in the discussion and adoption of the Proposal for a New Political Constitution, taking into account the social barriers they face in exercising them. Likewise, it emphasizes the need and importance of legislative measures, as a duty of the State, to enforce the fundamental rights and freedoms of persons with disabilities and analyzes the principles of pre-eminence of human rights, equality and the prohibition of discrimination and the participation mechanisms established by the Constitutional Convention to promote, respect and guarantee human rights, considering their universality, indivisibility, interdependence and interrelation.en-US
dc.descriptionEste artículo analiza la regulación establecida por el Congreso Nacional sobre el derecho y la garantía de las personas con discapacidad a participar en la vida política y pública en condiciones de igualdad. Esto para resguardar y promover su participación en la elección de convencionales constituyentes y en los mecanismos diseñados por la Convención Constitucional para ejercer sus derechos en la discusión y adopción de la Propuesta de Nueva Constitución Política, teniendo en cuenta las barreras sociales que enfrentan para ejercerlos. Asimismo, enfatiza la necesidad e importancia de las medidas legislativas, como deber del Estado, para hacer efectivos los derechos y las libertades fundamentales de las personas con discapacidad y analiza los principios de preeminencia de los derechos humanos, igualdad y prohibición de la discriminación y los mecanismos de participación establecidos por la Convención Constitucional para promover, respetar y garantizar los derechos humanos, considerando su universalidad, indivisibilidad, interdependencia e interrelación.es-ES
