dc.descriptionThis article examines the process of gas interconnection between Chile and Argentina, focusing on three issues: a. The goals of this policy; b. The negotiation of the 1995 Agreement and the role played by public and private actors; and c. The «Pipelines wars», that is, the competition that decided which firms would deliver the natural gas in Chile. We develop three main arguments. First, we argue that the main goal of this policy was to promote competition in the Chilean electricity sector and to diversify the energy matrix. Second, we contend that on the basis of the Agreement and of recent economic development in Argentina, Chilean public and private actors did not consider the possibility that Argentina could cut the gas supply in the future. Finally, we argue that this case reveals weaknesses in the Chilean «subsidiary state» model.en-US
dc.descriptionEste artículo analiza el proceso de interconexión gasífera entre Chile y Argentina, estudiando tres aspectos principales: a. Los objetivos de esta decisión; b. La negociación del Protocolo de 1995 y el rol desempeñado en ella por los actores públicos y privados y c. Las «guerras de los gasoductos», que definieron las empresas que traerían el gas a Chile. En ese marco, se argumenta, primero, que el objetivo principal de la interconexión fue aumentar la competencia dentro del sistema eléctrico y diversificar la matriz energética chilena. Segundo, que las características del Protocolo y la evolución reciente de Argentina indujeron a las autoridades y empresarios chilenos a pensar que en el futuro no habría problemas de suministro. Tercero, se discute cómo este caso pone de manifiesto las limitaciones del modelo chileno de Estado subsidiario.es-ES
