| dc.description | This paper reviews the status of service negotiations, from a Latin American and Caribbean (LAC) perspective, in the context of the Doha Development Agenda (DDA). It describes the development content of the DDA, in general as well as in services. Considering that developing countries have regarded the General Agreement on Trade in Services (GATS) as an arrangement with “development friendly” architecture, they had high expectations concerning the trade opportunities that this Agreement would offer. These expectations have not been met. LAC countries have experienced growing deficits in their services trade and their export performance has been weaker than their corresponding performance in goods. | en-US |
| dc.description | Este artículo revisa el estado de las negociaciones de servicios, desde una perspectiva de América Latina y el Caribe en el contexto de la Agenda de Desarrollo de Doha. Describe el contenido de desarrollo de la Agenda, tanto en general como en servicios. Teniendo en cuenta que los países en desarrollo han considerado el Acuerdo General sobre el Comercio de Servicios (GATS) como un acuerdo con una arquitectura "favorable al desarrollo", tenían grandes expectativas con respecto a las oportunidades comerciales que ofrecería este Acuerdo. Estas expectativas no se han cumplido.
