The arrival to power of the Movement for Socialism and the rise to the Presidency of the Republic of Bolivia of Evo Morales after the 2005 elections have brought as a foreseeable consequence a substantial change in the political scenario not only for the Andean country, but evidently for the entire South America. To this has been added the fact that in Chile, the socialist Michelle Bachelet assumed the highest magistracy of her country. Both leaders have become immediately aware that the beginning of their administration, almost simultaneously, opens a new scenario that allows us to think that this time the conditions are in place to produce the necessary rapprochement between both countries to change the circumstances that to date Today they have prevented a solution to the Bolivian claim to recover its maritime quality.La llegada al poder del Movimiento al Socialismo y el ascenso a la Presidencia de la República de Bolivia de Evo Morales tras las elecciones de 2005 han traído como consecuencia previsible un cambio sustancial del escenario político no solo para el país andino, sino evidentemente para toda Sudamérica. A ello se ha añadido el hecho de que en Chile, la socialista Michelle Bachelet asumió la máxima magistratura de su país. Ambos mandatarios han tomado conciencia inmediata de que el inicio de su gestión, en forma casi simultánea, abre un nuevo escenario que permite pensar que esta vez sí están dadas las condiciones para producir el acercamiento necesario entre ambos países para cambiar las circunstancias que hasta el día de hoy han impedido dar solución a la reivindicación boliviana de recuperar su cualidad marítima.
