After a year of negotiations with the President of Yugoslavia, NATO, without the express authorization of the United Nations Security Council, began air strikes and missile attacks to force S. Milosevic to accept the conditions that had been established at the Rambouillet Meeting: immediate ceasefire in Kosovo; the withdrawal of the Serbian military forces from the province; the restoration of Kosovo's autonomy, the acceptance of NATO occupation forces and the holding of a referendum. Despite the intensity of the air strikes carried out for six weeks, the Government has not accepted the conditions imposed. After fifty years of existence of NATO, its members have agreed to adopt a new strategy and leave the framework of the United Nations and go beyond the exclusivity that the Security Council has in matters of International Security and Defense.Después de un año de negociaciones con el Presidente de Yugoslavia, la OTAN, sin contar con una autorización expresa del Consejo de Seguridad de las Naciones Unidas, inició un bombardeo aéreo y ataques de misiles para obligar al S. Milosevic a aceptar las condiciones que establecidas en la Reunión de Rambouillet: inmediato cese del fuego en Kosovo; la retirada de las fuerzas militares serbias de la provincia; la restitución de la autonomía de Kosovo, la aceptación de fuerzas de ocupación de la OTAN y la realización de un referéndum. Pese a la intensidad de los ataques aéreos realizados por seis semanas, el Gobierno no ha aceptado las condiciones impuestas. Cumplidos cincuenta años de existencia de la OTAN, sus miembros han acordado adoptar una nueva estrategia y salir del marco de las Naciones Unidas y sobrepasar la exclusividad que el Consejo de Seguridad tiene en materias de Seguridad y Defensa Internacionales.
