| dc.description | Latin America is going through a deep governance crisis because, although in general a representative democracy has been achieved, a participatory democracy has not yet been consolidated. The great distance between the demands of the various social sectors and the capacity of the political class to satisfy them is manifested in the urgency to modernize the State, to change the ways politics are done and to create new instruments of participation. We maintain that despite political parties are being overtaken by Non-Governmental Organizations as a channel for social needs, the latter must provide a link between political entities and society and identify the new emerging agenda. In conclusion, it is proposed that the reformulation of democracy in our continent requires seeking new consensus in which civil society is incorporated. | en-US |
| dc.description | América Latina atraviesa por una profunda crisis de gobernabilidad debido a que si bien en general se ha logrado una democracia representativa aún no se consolida una democracia participativa. La gran distancia entre las demandas de los diversos sectores sociales y la capacidad de la clase política para satisfacerlas se manifiesta en la urgencia de modernizar el Estado, de cambiar los modos de hacer política y de crear nuevos instrumentos de participación. Sostenemos que no obstante los partidos políticos están siendo sobrepasados por las Organizaciones No Gubernamentales como canal de las necesidades sociales, estas últimas deben de nexo entre las entidades políticas y la sociedad e identificar la nueva agenda emergente. Como conclusión, se plantea que la reformulación de la democracia en nuestro continente requiere buscar nuevos consensos en los que se incorpore a la sociedad civil. | es-ES |
