| dc.description | The concern for governance is understood by increasing globalization and the evidence that economic growth, social equity, and democratic stability are essential for comprehensive and sustained development. Today there is a new security scheme in which global problems force to reformulate international cooperation models based on co-responsibility and mutual interest. Given that the nation-state has had to yield powers to supra-state entities and local governance mechanisms have been reformed, it has become imperative to transform the state apparatus and adapt its relationship with civil society. The foregoing requires mechanisms for dialogue, negotiation and control; guarantee the integration of all sectors; implement instruments and promote urban governance and decentralized cooperation. | en-US |
| dc.description | La preocupación por la gobernabilidad se entiende por la creciente globalización y la evidencia de que el crecimiento económico, la equidad social y la estabilidad democrática son esenciales para el desarrollo integral y sostenido. Hoy existe un nuevo esquema de seguridad en el cual los problemas globales obligan a reformular los modelos de cooperación internacional teniendo como base la corresponsabilidad y el interés mutuo. Dado que el Estado-nación ha tenido que ceder competencias hacia entes supraestatales y se han reformado los mecanismos de gobernabilidad local, se ha hecho imperativo transformar el aparato estatal y adecuar su relación con la sociedad civil. Lo anterior requiere de mecanismos de diálogo, negociación y control; garantizar la integración de todos los sectores; implementar instrumentos y fomentar la gobernabilidad urbana y la cooperación descentralizada. | es-ES |
