1991 proved the need for a radical restructuring of the Cuban socialist model. The seriousness of the situation has prompted a search for a new model. This paper points out some basic issues and key questions related to the challenges and opportunities that are presented to Cuba, and that will inevitably be faced by the institutions that formulate the country's foreign policy. Among the fundamental issues are: the basic problems of Cuba's insertion into the world economy; the economic relations of Cuba with Latin America and the Caribbean and the perspectives of the insertion and the foreign Policy of Cuba towards the region. We maintain that the basic challenge that the restructuring of the international economy poses to Cuba is to maintain control over the determining factors of its economic and social development, under conditions in which the growth of relations with the world market is inevitable.1991 demostró la necesidad de una reestructuración radical del modelo socialista cubano. La gravedad de la situación ha impulsado una búsqueda de un nuevo modelo. El presente trabajo señala algunas cuestiones básicas y preguntas claves relacionadas con los retos y oportunidades que se presentan a Cuba, y que inevitablemente enfrentarán las instituciones formuladoras de la política exterior del país. Entre los temas fundamentales se encuentran: los problemas básicos de la inserción de Cuba en la economía mundial; las relaciones económicas de Cuba con América Latina y el Caribe y las perspectivas de la inserción y la Política exterior de Cuba hacia la región. Sostenemos que el reto básico que la reestructuración de la economía internacional le plantea a Cuba es el de mantener el control sobre los factores determinantes de su desarrollo económico y social, en condiciones en que el crecimiento de las relaciones con el mercado mundial es inevitable.
