The use of force in inter-state relations has expanded horizontally and vertically. On the one hand, it has become internationalized by extending its field of action beyond the subregions in conflict. On the other hand, it has diversified, assuming multiple forms and invading contemporary society and states as a whole. One of the most difficult forms of violence to contain and reduce, which has reappeared in the contemporary world, is terrorism. In this paper, two forms of fundamental types of terrorism are analyzed: intra-national terrorist action and inter-state terrorist action. Each of them has its own dynamics and specificity, as well as its response policies; Some of these have energized the process by creating a spiral of terrorism - military response - terrorism, as is the case in the United States.El uso de la fuerza en las relaciones ínter-estatales se ha expandido horizontal y verticalmente. Por una parte, se ha internacionalizado al extender su campo de acción más allá de las subregiones en conflicto. Por la otra, se ha diversificado asumiendo múltiples formas e invadiendo al conjunto de la sociedad y Estados contemporáneos. Una de las formas de violencia más difíciles de contener y reducir, que ha reaparecido en el mundo contemporáneo, es el terrorismo. En el presente trabajo se analizan dos formas de tipos fundamentales de terrorismo: la acción terrorista intra-nacional y la acción terrorista ínter-estatal. Cada una de ellas tiene su propia dinámica y especificidad, como así también, sus políticas de respuesta; algunas de estas han dinamizado el proceso creando una espiral de terrorismo -respuesta militar- terrorismo, como es el caso de los Estados Unidos.
