During the Reagan administration, the problem of illegal drug use and trafficking in the United States has been arousing concern and alarm. At the same time, a series of voices linked to the government have emerged that denounced ties between certain guerrilla movements with drug gangs. This is how the concept of "narco-terrorism" has taken shape. This idea gives rise to a series of North American policies and attitudes towards the problem in Latin America and towards their countries and governments, which place emphasis on police and even military aid and which tend to turn problems into a matter of national security for the United States. This paper aims to describe and interpret the sense of the perceptions and the construction that Americans make of the problem and to understand the difficulties that the application of this policy faces to operate in the Latin American context.En la administración Reagan, el problema del consumo y tráfico de drogas ilegales en los Estados Unidos ha ido concitando preocupación y alarma. Al mismo tiempo, han ido surgiendo una serie de voces ligadas al gobierno que denuncian lazos entre ciertos movimientos guerrilleros con bandas de narcotraficantes. Así ha ido tomando cuerpo el concepto de "narcoterrorismo". De esta idea se desprenden una serie de políticas y actitudes norteamericanas hacia el problema en Latinoamérica y hacia sus países y gobiernos, las que ponen énfasis en la ayuda policial e incluso militar y que tiende a convertir los problemas en asunto de seguridad nacional para los Estados Unidos. El presente trabajo pretende hacer describir e interpretar el sentido de las percepciones y de la construcción que los estadounidenses hacen del problema y de entender las dificultades que la aplicación de esa política enfrenta para operar en el contexto latinoamericano.
